PayPal ruled against me in "Item Not As Described" dispute even though item was as described. Buyer didn't know how to use it.

PayPal authorized buyer to return item and gave buyer a full refund.

Item received back damaged, destroyed, unsellable, etc.

PayPal says, "Tough Noogies, You Loose!" All you can do is take the item to the police station and file a police report.

This is not acceptable. If PayPal overrides a seller to authorize a buyer to return an item, PayPal then becomes responsible to make sure the item is returned in its original condition.

Ouch, sorry to read about your PP problems paint! Sounds as if PP is taking lessons from ebay on how to settle buyer/seller issues.
