All online sellers must have a refund policy and keep records on complaints filed against them, according to a new law passed by the New York legislature and signed by the Governor. The law spells out requirements online sellers must follow, defining online and Internet purchases as equivalent to mail-and telephone orders.

Attorney General Andrew M. Cuomo announced the passage of the bill, stating it ensures consumers are protected when making online purchases. Last year, more than 1,000 consumer complaints were submitted to the New York Attorney General's Internet Bureau regarding failure to deliver goods ordered online or other improper conduct related to online purchases. (It was not disclosed how many of those complaints involved sellers in New York state or in the United States.)

It's a step in the right direction... I was victimized by an online Seller. She blatantly stole my money knowing that nothing would happen to her. I jumped through all of the hoops getting a police report and filing a complaint through the consumer protection agency only to find out that it would take 4 other complaints in order for them to take specific action against her in SC. Because the consumer protection agency is an individual entity in each state, it didn't matter how many people from other states had reported being ripped off by the same woman, she would get away with it forever. I'm a Seller too, and although I'm sure there's a potential for abuse I can't see how this could be anything but good for making Buyers feel more secure when shopping online.. that should be good for sales :D
