To start off I am furious at Paypal. I purchased a product online using my paypal account and the seller did not provide me with what I purchased. I filed a claim in paypal, the seller refused the refund, so I escalated to a claim and was immediately (obviously an automated response) declined for a refund.

When calling paypal, the customer service guy (Tim) said that Paypal is now only supporting claims involving Ebay product which is tangible product. Nothing else that is purchased outside of Ebay, using one's Paypal account, can have any buyer protection behind it.

I told him, I guess since they aren't going to support me (though I have run thousands of dollars through paypal over the years) that I was going to withdrawl all of my money and find an alternate service.

Tim said "That's fine, we can't help you"

What the hell happened to customer service? supporting your customers, helping them when there's a problem?

I'm just stunned.

Did you fund with a credit card? If so, file a claim with them. You can also file a mail fraud claim against the seller, I think.

Paypal has never offered any form of buyer protection outside of ebay, as far as I've known of.

Which is why it's best to fund the payment with your credit card. That way, you can have your credit card issuer initiate a chargeback against the seller.

The credit card issuer takes the money from Paypal, who in turn takes it back from the seller.

I accept paypal for ebay sales only because I have to.
I have a current claim for an item I bought off ebay which hasn't been sent.
Paypal have dragged the claim process out for well over a month.
It wouldn't be so bad if ebay forced you to use a reasonable,efficient and safe system,paypal sem none of these.

Revolution MoneyExchange is another option. They've just gotten an infusion of big money from Investors and it's backed by a real bank, unlike PP.

RME offers the buyer ZERO protections period.
