There are several new PayPal policy updates that were announced today.

(1) Effective June 3, 2009 you may not use PayPal service for activities that “involve the sales of products or services identified by government agencies to have a high likelihood of being fraudulent”. Not sure what that means? Neither am I and neither is the PayPal representative I spoke with today. PayPal informed me that they cannot answer any questions about policy updates unless they are submitted by email. So, if you want some details you will have to email PayPal.

(2) Personal PayPal accounts, where all payments except those funded by credit card, are free for the receiver. However, beginning June 3, 2009, personal PayPal accounts will no longer going to be available for use by anyone who sales goods or services no matter the amount. If you sell a $1 item then you must convert your personal PayPal account to a commercial account and pay fees on all transactions no matter the funding source used. This is a major change and many very small or part-time online sellers won’t see this one coming.

(3) Beginning July 1, 2009, PayPal Preferred Rewards (Cash Back) for debit card purchases will be paid out at the end of each calendar month rather than after each transaction. It looks like PayPal wants to hang on to your money just a little bit longer.

(4) Pilot program that will change your default payment sources beginning June 8, 2009 (quoted from policy updates):

Some PayPal users will receive an email from PayPal informing them that they have been selected to participate in a pilot program that will change their default payment sources for a 12 month period. If you are selected to participate in this pilot, your default payment sources will be changed as follows:

1) Items with a high likelihood of being fraudulant?

Perhaps items such as designer handbags, which invariably turn out to be fake, or cellphones for the same reason.

2) Personal Paypal accounts were intended to be used by buyers to make purchases, NOT by sellers trying to get around the fees charged for credit card purchases.

A few years ago, ebay started enforcing their requirment that ANY seller displaying the Paypal logo had to accept ALL possible funding methods including credit cards. And if the seller refused to accept your Paypal payment, the buyer could refuse to pay for the item and additionally, file a Non Performing Seller complaint.

It may cause some small time sellers who list on the alternate sites to drop Paypal as a payment method...until they find that the buyers don't wish to use the methods they offer and prefer Paypal.

PP only protects Buyers for ebay transactions. There is no PP protection outside of ebay for buyers.

When I was listing on blujay, I offered buyers several payment options, one of which was Paypal.

Out of 54 sales there, I had exactly 2 pay me with a money order. The rest chose Paypal.

Back in my ebay days (before the change to Paypal only), I had over 2000 sales, and the buyer had several options as to payment method. I received less than 50 money orders/cashier's checks/cash. Add to that some 15-20 international buyers who paid via AuctionChex, the rest chose Paypal.

But it may be that even though they may end up using Paypal, buyers like having different payment options.

Not quite true.

While Paypal will only offer the SNAD complaint with eBay items, they will still refund payments on an INR complaint.

Which is why it's best to fund your Paypal payment with a credit card. That way, if there's a problem, you have more than one avenue towards resolving it.

But RME which you like to push, offers NO buyer protection period. And they won't even let the buyer use a credit card.

This seems to be one change that will affect folks without notice. Some will be surprised when it hits them.

That is not exactly how PayPal’s policy has changed.

the change has to do with FEES on payments not so much that you cannot use a Personal account at all for payments.
