Seems PP/E strikes again.
Here is a quote from a post at eBid. This was from a PP email concerning seller fraud.
Quote: › docWrite("quote")Our Buyer Complaint Policy applies to items paid through PayPal but
never received, and regarding goods purchased on eBay and paid for
through PayPal that the buyer receives but that are significantly not as
described by the seller. Since this significantly not as described item
was not purchased on eBay we cannot reverse the transaction or issue a
refund.
Here is the forum link http://helpdesk.ebid.net/showthread.php?t=81817
Since many of us sellers are also buyers, I know I didn't know that PP wouldn't cover me for items paid thru PP but not bought on E.
So if you are having more users balk at using PP on other sites, this may be part of the reason why.
As more and more is known about PP, it smells more and more like it's adopted parent - like 10 day old road kill.
While we all WANT an alt to E, sooner or later we are going to HAVE to have an alt to PP. Seem like they are skating so close to the line on all kinds of banking rules that sooner or later some agency is going to HAVE to shut them down.

This is from years ago when we had a problem with a bank and I had called the New York Exchange concerning banking institutes.
If a bank has "federal" in it's name, they fall under federal banking laws. If it does not, then it falls under state banking laws.
I do not know if this still holds true or not. The best thing I would probably do would be to contact a state rep and ask questions concerning PP as to what banking laws they fall under. Contact that party and let the crap hit the fan about some of their practices.
A lot of people do not realize that there are places to call concerning banking institutes and loan companies. And there are strick policies that they MUST follow or be in severe violation of laws governing them.

So far I think PP has been getting away with the same "venue" carp that E has.
But one of these days, they are going to screw someone that has the beans and/or clout to bring them up before a state or fed banking commision.

| I remember reading that the 'not as described' clause only works with items bought on ebay. All the rest of the coverages are the same for everyone, everywhere. I checked into this the last time someone brought it up. :) |

Hello zacksavenue;
The Feds have no control over PP due to the fact they are not a bank or institution which are regulated by the Feds.
IMHO if you dig deep enough you will find PP is just as any other company, they just have some sort of elaborate Merchant Account with a bank.
As long as the bank issuing the Merchant Account adheres to the Federal Banking Regulations PP is in the clear. Why do you think there has been no action from the Feds in regards to all the complaints against PP.
Why not give EasyPay 80 a look see, just might pique your interest.
Happy trails
