PayPal has offered buyer protection for many years, but it’s been restricted mainly to eBay transactions. That’s all changed as of the 1st November, PayPal now cover claims for non-receipt of goods for transactions from any website.
In the past if you claimed for non-receipt of goods from a website transaction you would only have got a refund if the seller had sufficient funds to cover it in their PayPal account. If PayPal couldn’t recover the funds then you lost out. PayPal have removed that requirement for transactions taking place after the 1st November 2009 and buyers who win their claim for items not received will get their money back for the full value of the item, in the same way they already do when they use PayPal to pay for eBay purchases.
A huge number of websites now accept PayPal, including many of Britain’s biggest brands. This improvement to our buyer protection will give extra reassurance to over 20 million PayPal customers in Britain when they shop online at these sites. We regularly review and improve the protection we offer customers, as we recognise that it’s an important extra benefit of using PayPal.

I really appreciate this move by paypal.
Now buyers will confidently buy items off ebay and sales will increase for independent sites.

PayPal Expands Buyer Protection Program for Off-eBay Transactions
PayPal is expanding its buyer protection program for shoppers who use its payment service on merchants' websites effective November 1, 2010. Last year, PayPal began offering purchase protection on merchant sites for select purchases, if the buyer didn't receive the item ("Item Not Received," in eBay-PayPal parlance). Beginning this November, PayPal's buyer protection policy will be expanded to include items received but significantly different from what was described by the merchant ("Significantly Not as Described," or SNAD).
PayPal said the extended significantly-not-as-described coverage would apply to all of the 190 countries it serves except Belgium, Brazil, France, Italy, the Netherlands, Poland and Spain.
The protection is similar to that already offered by PayPal for eBay transactions. Merchants who are unfamiliar with the buyer protection program offered on eBay should review PayPal's Seller Protection program to ensure they follow guidelines that protect them in the event of a claim.
PayPal said it could offer extended protection due to its sophisticated anti-fraud model: "PayPal has processed billions of transactions in the past 11 years. With this technology, PayPal often detects and stops fraudulent activity the moment it occurs and before it ever reaches our customers."
Katherine Hutchison, senior director for global risk management at PayPal, said, "When you use PayPal this holiday shopping season and beyond, you can have peace of mind knowing that we're offering even more protection if something goes wrong."

The walmart type items that can be sent back (with buyers old one), will now be subject to lots of hits by scammers, Just like on feebay.
But as long as PP makes the bucks...Guess they can afford more bad press & PO'd sellers.
This could give GCO & others a big boost! |

Well, it's long overdue, IMO.
I've spent some time on the Paypal forums and there are LOTS of complaints about non-ebay sellers getting a free ride.
There's even a special scam coming out of China. Seller gets money, waits for an "Item not received" dispute, then ships a rock in a box and walks away.
No doubt the scam will just change now, but a lot of people were losing their money. |

I think that's the wrong way to look at it.
If you're doing a good job, you aren't going to have a lot of problems. If you are still having a lot of problems, perhaps you're in the wrong area, perhaps selling high-scam items.
I think good sellers want their customers to be protected. A buyer that gets burned online may not ever buy online again.
This is a good move - it'll make people more confident when they shop and confident buyers spend more money. |

A rock in a box is probably better value than a lot of the junk coming out of China anyway. It will certainly last longer. I'm now asking my suppliers where the stuff I'm buying actually comes from,some of the answers are suprising. |

| In California the Paypal user agreement was found to be null and void by the courts. If you are in CA you can take them to small claims and win because the only defense that PP ever gives is that the seller signed the user agreement and so PP is allowed to do what they want. When the user agreement is found to be a joke like here in CA, PP is screwed. And they know it. Anyone in CA should use this fact. Tell PP you know you can sue them in CA. Tell them you will do it and you know your rights. When they get sued by many sellers in CA and lose cases, everyone else will sit up and notice. The more claims that are filed, the more well known it will become and sooner or later PP will change. Last time I got guff from PP I told them that I would have a case filed against them by the end of the day and if they doubted me they were sorely mistaken. I told them I knew my rights and I knew what the state courts ruled about their user agreement. I demanded justice and said if they wouldnt give it to me I would force them thru the courts to give it to me. Now Im sure PP hears that all day long, and in most cases, they have nothing to be concerned over. Their user agreement protects them. Not in CA. The PP rep told me that yes he was aware of the court ruling. He put me on hold and had my issue solved in about 1 minute. PP knows they are doing wrong and they know the sh*t can hit the fan in Cali if they're not careful. |

| Interesting that sellers must now reply within 10 days and buyers must now return items within 10 days. That's going to create some problems as Parcel Post can sometimes be 15 days. |

We respect sellers' return policies, and buyer remorse is not an acceptable justification for a not-as-described claim. If PayPal determines based on information from the buyer and information in the item listing that the item is not as described (and if the seller responds to the buyer claim), then the buyer must return it to the seller to qualify for a refund.
It is interesting a lot of people forget something. What about restocking fees? It is my imagination of the answer is BS for that question. :wink: |
