It would depend on where you are selling. Any site that is a marketplace or multiseller platform, the site must create sub-accounts and submit for you.
And most sites have googlebase feeds.

If you have an independent website and domain such as www.robbertcha.com then the rules are different.

I just had an email form Google to tell me that my Google base items have all been withdrawn (disapproved) the 'mistakes' could be any of four ,bad links, incorrect prices etc etc.
The same items have been on there for at least nine months so why there are suddenly so many problems is beyond me.I think submitting to Google base gives pretty crummy results for ll the effort expended anyway so wont be bothering to find out whats gone wrong.

eCrater, Atomic Mall, Bonanzle, RubyLane all submit their sellers items to Google.

As does AlsoShop, Vendio and most other marketplaces.

Bacon, google is cracking down on how items are submitted and what is accepted.

Submitting to Base does help in getting your items indexed in the search. So yes, it really is worth it.

coincidentally I was wondering the same thing and found you need to transfer a data file in txt format with Microsoft Excel or use XML w/ an RSS 1.0 RSS 2.0 feeds but the further I got into it , I found this

Google Base Update
Posted September 15, 2009

Google Base recently changed their policies regarding item listing submissions on Google Product Search. They introduced a multi-client platform for online marketplaces to automatically submit their item listings, replacing iOffer's current method in which individual sellers were required to download and submit their own files every 30 days.

As we work with Google Base to set up our master account and ensure that all sub (seller) accounts comply with their policies, current files submitted by iOffer sellers will likely be rejected by Google Base. There is no current time table on when this process will be completed, so please review our Seller Promotional Tools for alternative ways to promote your store and items.

We apologize for the inconvenience this may have caused. Please check back here for further updates and thank you for your understanding.

yes, from I-Offer, since my google upload was disapproved today I looked for announcements to see possibly why my file was disapproved, and found it, and think you need all your items marked fixed price, and some of mine were not since I had some I-offer items also in auction format back at eBay

For your items to be approved....

They must have fixed price, you can have them in auction format, if there is a BIN price associated.

Condition must be New, Used or Refurbished, New and used mean just that. refurb must be factory refurb. The site must make this condition, a tick box or something so it can be pulled and read by google. You know when everyone griped about ebay's ruling on can't use "like new" any more? This was why. "Like New" does not meet the rules of new, its still used. And In all the books I have read on collecting coins, stamps, cards, books... ain't no critter as "mint", but everyone insists on using it. And ebay was probably getting some feed errors when Like New was getting kicked out.

You can do it in your spreadsheet by adding condition at the top left field and adding the condition for each item. If you submit your feed to Ioffer to do it for you.

Google's defination of Marektplace...
What is a "marketplace"?
Marketplaces are commerce sites that host items and/or websites of multiple individual sellers on the same domain, e.g., seller.foo.com, or foo.com/seller. Individual sellers are primarily responsible for setting prices, fulfilling orders, and servicing customers.

Marketplace Policies (links are broke)
Data from marketplaces must come directly from the marketplace. We no longer accept marketplace listings that are submitted by marketplace sellers. Marketplaces are responsible for answering Google Product Search-related questions from individual sellers.
Marketplaces must use a multi-client account. Each individual seller should be in a separate sub-account.
The main account must use a monitored email address, in order to ensure that you receive emails from Google, such as account updates and data correction requests.
All items must comply with our Program Policies and Terms of Service.

Sub-accounts that are not compliant will be deactivated, and excessive deactivations will lead to deactivation of the parent account. Examples:
Promotional text such as "free shipping" or "lowest price guaranteed" are not allowed in titles and descriptions. {google sends a sample of about 5 listings where the errors occur to the main site google account manager per sub account and yes, if the seller refuses to fix the items, their feed should be canceled. }

Items such as vehicles, event tickets, and service listings are not allowed in the "Products" item type.

Listings for counterfeit goods, fraudulent listings, and illegal items are prohibited.

Duplicate offers within the same account, or between separate accounts that you control, are not allowed.

Items requiring a method of payment that lacks buyer protection, such as money order or wire transfer, are not allowed.

All item data must be kept current. Changes in item information should be submitted to Google Merchant Center within 24 hours.

Ioffer or any marketplace has to submit their feeds, sellers at marketplaces can no longer do it.

even if I had Microsoft Excel it would be too time-consuming to manually make a txt file to upload...individually putting each item in that spreadsheet would drive me bonkers, I hate making listings almost as much

I could not find the exact reason why they disapproved my upload, they give you a long list of what might have caused the problem but did not see a specific reason...did they give you a specific reason? seems like they could be more specific
