No it is not an eligible gambling site. You are thinking about Penny Auctions where you don't determine when you buy.
On a Reverse Auction you use a credit to take a look at the current price. If you like the price you can purchase the product right away. If you don't like the price it will go down for the next person who looks at it and the price will continue to drop until someone buys or if the price goes down to $0.00 the person who look at the price at that time wins the product for FREE!!!
