Online merchants will pay more in fees to PayPal beginning in August thanks to changes the company is announcing today. Beginning August 10, when a U.S. or Canadian seller issues a refund, PayPal will retain the 30-cent transaction fee it charges, a move sure to be highly controversial.

So now the scammers can keep the item, get a 100% refund including shipping, & we get to pay even more for the privilege of getting scr**ed over!
They KNOW it's going on...so why not "Monetize" it!
Hows that disrupty thingie REALLY working for ya?
A little desperate for the bottom line, are we?

GCO already do this.They keep the $0.30 fee if the seller refund.So I don't think this is a big deal.
Most probable this is the charge paypal has to pay to credit card companies for issuing refunds.
I am wondering if paypal keep the transaction fees for ACH transactions from buyer's bank which cost paypal nothing.
This is why I pay buyers a 2% discount if they pay by money order. |

| I think paypal are already doing this.I'm in the UK,I had to issue a refund for an item paid in dollars as the customer had made a mistake.The fee wasn't refunded. |
