Question On PayPal Confirmed Addresses ??

I sold an item on Ebay to a buyer whose Ebay registered address is in TX.
When I get the payment thru PayPal, the Confirmed Address is in FL.
There is a note with the PayPal payment saying to NOT include an invoice with the item.

I did some digging and have found that within the last 2 months this buyer purchased 3 of the identical items he/she bought from me.
Also with the PayPal payment there is a "Buyer's URL" and it is for a website that sells electronics.

I get the feeling that the buyer is selling my product on their site and when they get a sale, they go to Ebay, buy one and then have it shipped to their buyer.
I don't have a problem with them reselling --- I got what I was hoping for for the item, so I am happy.

But, my question gets to be, if their buyer paid for the item on their website using a CC, then they have the buyer's CC# + the buyer's address. Could the buyer go into their own PayPal accouunt and "confirm" the other person's address as their "shipping address"?
They make the payment to me using their own PayPal account with their buyers address being the "confirmed" shipping address.

Next time they have to come to Ebay, they just get the new buyer's CC# and address and change the "confirmed" shipping address on their PayPal account to the new buyer's address.

I am not concerned about getting burned since the payment was an instant payment and I am shipping to a "confirmed" address, so I should be covered by PayPal Seller Protection (for what little that means).

In eCrater some months ago I have a buyer from Canada, but his Paypal with his Canada address was giving him problems so he use the one with address in US.

I don't think it is something like that. The buyer sent a note with the payment specifying that no Invoice that showed the purchase price should be included, and then replied back to a "Payment Recieved" e-mail again specifying that no Invoice with a price should be included.

I'm thinking I am just the supplier for a "drop ship" sale.

This sounds like someone who tried to use AS, the 'seller' registered, paid verification, but had some issues with their password. They wouldn't answer any of my emails in response to their emails. After I went to a Gmail account, we were finally able to establish a line and communication and reset their password.

Now the fun begins. In the AS About Us, it states "Where Sellers offer Items they Possess!" This seller attempted to use AS to post items for sale from around the internet, some with links. These were not their items to sell. I notified them. Oh they were just posting deals found around the internet. One item they posted were sample sizes of some handmade soaps. The price of the soap they posted was more then what the website was offering it for plus shipping. So in the item posted as AS was Price, plus shipping from the originial seller, plus fees, plus a profit.

They were suspended.

Now, they are posting I am the scammer. Because I will not refund their verification fee... after they used the site, broke the rules, and is clearly stated Verification is non-refundable!

I did more digging.
In the FAQS of the URL site mentioned above I found:

Most Items are shipped from Houston Texas. About 30% might be shipped from affiliated dropshippers in FL, WA, IL, OH, ...

2. Destination address different from credit card address:

Due to security issues, we prefer shipping to credit card addresses only. In a few exceptional cases, buyers should contact us to receive pre-approval for different-than-credit card destination. Especially if the value is high and fast shipment.

Further down in the FAQS is reference to another web site they have that has been in business since 1995.

I go to that site and search for the item they purchased from me.
YUP ---- I'm the supplier for a "drop shipper".

They paid me $75 (Item + S&H) for an item they sold at $110 and who knows what for shipping.

As long as I don't get burned I'm happy with what I got for the item.
Pity the person that hacked out $110 + S&H.

Well ...... yesterday I let go with a few explicatives after checking on the tracking for the item the Ebay buyer registered in TX bought and then paid for with PayPal that had a confirmed address in FL.

Tracking showed the package could not be delivered as addressed and was being returned to sender.

%$&^(#* - I KNEW something was going to go wrong with this !!

So I fire off an email to the "buyer" and say:

OK ----------- If you check the tracking on this item, you will find that it could not be delivered.

Today I get an email from the "buyer":

My XXXXXXX was somehow returned (or is returning). Please give me your email so that I can send you a pre-paid ship label to retrieve it. Thanks!

Even though it is quite apparent I know what is going on, the "buyer" still refers to it a "His/Her" item.
Also --- not sure how giving them my email address will allow them to send me pre-paid label to retrieve it.

I sent them back my email addy and my mailing address.
We will see what comes of that.

I also pulled their Ebay contact info, so they should have got the same email I got from Ebay so they know I pulled their contact info.

I didn't really sign up to be the supplier for some web site that sells an item, then goes to Ebay to purchase it and have it drop shipped to "their" customer. I had little choice on where I was sending though, since I only ship to confirmed addresses when they pay with PayPal.
