I sold the monitor yesterday via craigslist.
It was new monitor. I met buyer yesterday.
The buyer checked everything even we connected with computer to check.
Today morning, he keeps texting me to refund because he doesn't feel right.
That's the only reason he wants refund.
Do I have to accept refund? I mean regally.

It depends.

If you are a business
If you are an individual
What your ad said(about a return)
What was said when you two met(which could amend your written ad on CL)
Was a contract/bill of sale signed
Cash?

What your State's law reads: does a right to rescind the contract/sale exist/apply to private sales?

With electronics(monitor) and if you are an individual who owned a new monitor( which is Used today) I'd guess that Judge Judy would tell your buyer to drop in the lake.

You don't know what your buyer may have done to alter/damage the monitor.

Buyer assumed some degree of risk by dealing with a private individual instead of with an entity which held a city business license. If he doesn't feel right, tell to take a couple of aspirin and not to call you in the morning.

Buyer's remorse is no defense in a private transactions between individuals.

For advertising purposes--to get ya in their store--a business will offer a generous return policy. Why? Highly probable that the state they do business in has a 3 day right to rescind a contract: the bidness has no choice.

So, I will just say no refund to him.

Now, let's review what YOU have learned:

I'm no electronics wizard--or a wizard of any type-
but it takes about 20 seconds to switch out parts.
At least that is the time Staples consumed and then
charged me $$$$$ as I watched them work.

If you think a Las Vegas slot machine takes your money
quickly, you haven't lived until you visit Staples'
disrepair department.

Yes

People get lulled into a false sense of security on the Net
which is coupled with the ''anything goes'' attitude
and, often--the F***-U mentality.

While online transactions ARE enforceable contracts
in the jurisdiction in which the item was posted or item
delivered, the problem becomes just how much time
and $#$$$ does one Side want to devote to forcing the
completion of that contract?

By way of review:

(1) I Didn't describe anything about a return.

Yes, well, ummmm ''We'' won't be repeating THAT
error again, will we? When you sell--unless you enjoy
laying awake at nights pondering who is going to chase
or sue you, it's a sparkling idea to be CLEAR as rainwater
about what you will and will not do.

You offer to trade. The buyer decides to accept your
conditions --that's why ya gotta tell 'em what the heck
the conditions are. I'm no lawyer but I'd guess
that the burden is on the seller to disclose since
the seller/owner knows the most about the item.

To be intentionally silent on ANY point of the transaction
(1) digs a pothole that you'll probably fall into ~

I suppose you knew the test to be certain the
currency was legal tender/legit?
Of course you did! Forget I mentioned it.

From now on, you WILL provide a bill of sale to your
buyer--printed, beforehand, in duplicate and signed,
dated, by both parties who each provide
(when they pull their DL out of their wallet)
phone #,
address
, and Driver's License numbers
+ license plate on the vehicle they showed up driving.

Ever wonder why every retailer insists on handing
you a receipt, regardless of the transaction amount?
One-and only one aspect-- at the Point of sale you
hand the other side proof of what you delivered,
that you delivered,
and that the buyer ACCEPTED the ''good''.
It ain't because the store is being sweet...
